We have heard learned counsel appearing for the respective parties. In our considered view this petition can conveniently be disposed off by directing the Appellate Authority, namely the respondent no.1 to dispose of the appeal along with the stay application filed by the petitioner under Section 60 of the Bombay Police Act. Copy of which are annexed at page 20 onwards. 2.
The Appellate Authority shall dispose of the appeal as well as pps

It is expressly made clear that we have not gone into the merits of the matter and this order should not be construed as expression of anything on merit. All points and contentions of the respective parties are kept open.
