Similar challenge has been looked into in Criminal Writ Petition No. 4603 of 2017 which has been disposed on 31/1/2019. We are therefore, not required to record the reasons again. For the reasons given in the order dated 31/1/2019 by this court, we give petitioner leave to make representation to respondent no. 3 within three weeks from today.
