The Petitioners are relying on the decisions rendered on the issue by this Court, which is annexed. We note that the Petitioners have directly approached to this Court and have made no request to the concerned authority to grant them the benefits. If the Petitioners fall within the ambit of the law laid down by this Court as contended by them, and if the Respondent Authorities find on examination that this is so, there is no reason to presume that the benefits will not be extended. Therefore, the Petitioners should first
