After arguing for some time, learned counsel for the petitioners seeks leave to withdraw the petition with liberty to the petitioners to file appropriate application for change of users/activity. According to learned counsel for the respondents, the competent authority to decide petitioner's application will be respondent no. 6.

With the aforesaid directions, petition is disposed of. In so far as other reliefs which are claimed in the petition, it will be open for the petitioners to seek appropriate remedy in accordance with the law. All contentions are kept open.
