The petitioner claims to be Editor of "Halla Bol Kalam Se". The petitioner is not personally aggrieved by the decision of respondent no.3 - CIDCO, allotting subject plot of land to the respondent nos. 4 and 5.

On the issue of locus standi, we are not inclined to entertain the petition. Petitioner may resort to appropriate remedy as permissible in law.
