This is an application for condonation of delay of 3years and 56 days in filing the application for leave to file appeal.

A bare perusal of the application would indicate that delay in preferring the present application has occurred at each and every stage and no plausible explanation is offered except admitting the fact that delay has been occurred while processing the file by every authority. There is no explanation at all offered by the applicant for such a colossal and inordinate delay in filing the application for leave to file appeal.

Application is rejected in limine.
