The Caste Scrutiny Committee ("Committee") has not decided the Petitioner's application for issuance of a Caste Validity Certificate though this application is pending from 10th October 2011.

On the earlier occasion, we called upon Ms. Bhende, learned AGP to produce the Roznama and original records of the Committee.

It is complained on the basis of the Roznama, which is produced before us for our perusal, that the candidate did not
2-WP1564-16.DOC remain present on the returnable date and time. On some occasion the candidate's father appeared but the candidate did not turn up. 4.
It is stated that there are two such occasions and which are noted in the Roznama.

Now both sides have agreed before us that on the next date, namely, 18th February 2016 at 11.00 a.m., the Petitioner/candidate, so also, his parents would remain present before the Committee and the Committee will, as assured by Ms. Bhende before us on instructions, decide the application within a period of three months from the date of appearance by the Petitioner or if the Petitioner fails to appear on the given date and time, in his absence. Let the Committee pass that speaking order on merits and in accordance with law. The Petition is accordingly disposed of. 6.
If the Committee validates the certificate of the Petitioner, then, acting on the Committee's order the college shall release all the certificates, including Passing Certificate or Leaving Certificate in favour of the Petitioner.
