We are inclined to dispose of the present Writ Petition with directions to Respondent No.2-Scrutiny Committee to decide the Petitioner's Caste Validity Certificate claim, as early as possible, preferably within nine months from today, as the same is pending since 2011. By keeping all points open, writ petition is disposed of, with liberty to file fresh petition subject to outcome of decision by Caste Scrutiny Committee.

Rule disposed of accordingly.

There shall be no order as to costs.
