Heard the learned counsel appearing for the applicants and the learned AGP for the second to fifth respondents. The proposed amendment is based on subsequent events such as notifications issued by the State Government. The petition is at pre-admission stage. Hence, this application for amendment deserves to be allowed. 3.

Accordingly, civil application is allowed in terms of prayer clauses (A) and (B). Amendment to be carried out within two weeks from the date this order is uploaded on the server. 4.
