The instant application is taken out for intervention in the writ petition. The petition is filed challenging the order of the caste scrutiny committee - Respondent No.2 herein, invalidating the Petitioner's caste claim. The Petitioner contested the election of village panchayat Waghdari on the basis of caste certificate and since she is elected, her caste certificate was sent to the Caste Scrutiny Committee for verification.

The Applicant herein had filed a complaint before the Collector requesting to disqualify the Petitioner under section 10-1A of the Maharashtra Village Panchayat Act, i.e., on the ground that within six months from the date of election, validity of her caste claim is not obtained by the Petitioner. However, so far as the caste claim of the patilsr 1 / 2

Petitioner is concerned, the Applicant was neither party nor was he heard by the Caste Scrutiny Committee. The Applicant, therefore, has no locus to intervene in the aforesaid writ petition. Application is, accordingly, dismissed.
