Heard the learned Counsel appearing for the Petitioner. The Petition is filed on behalf of the Dombivili City & Rural Beer Shop Owner's Welfare Association. The Petitioner has claimed to have filed this Petition on behalf of licence holders (total 15) whose names are appearing in the list Exhibit-A. There is no averment in the Petition that the said 15 alleged members of the Petitioner had expressly authorized the Petitioner to file this Petition on their behalf. There is no resolution produced along with the Petition to show that the said 15 members have in any manner consented to the Petitioner filing the Petition on their 1/2
