The order dated 18.11.2015 is set aside. The application of the Petitioner for renewal of the certificate of practice as Notary, dated 10.7.2015, shall be considered by the Secretary of Government of India, on merits and in accordance with law within four weeks, and the said application shall not be rejected on the ground of delay in filing the said application. Writ petition is accordingly disposed of in the aforesaid terms.
