DATED : 13th August 2019 P.C:- The Public Interest Litigation highlights ghost persons availing benefits under the Public Distribution System by obtaining fraudulent ration cards.

The prayer made in the Writ Petition is that an inquiry be conducted and ghost beneficiaries be weeded out from the Public Distribution System. Vide Civil Application No.15/12, the then Tahsildar of the area in respect whereof it is pleaded ghost beneficiaries being registered seeks impleadment and vide Civil Application No.249 of 2013, a Company named Helix Advisory Limited seeks impleadment informing that they have developed a software which can detect bogus beneficiaries under the Food Distribution System.

We would have allowed the first application for the reason the applicant has shown a right to be impleaded as a respondent in the writ petition on account of the averments made in the Writ Petition but would have dismissed the second application for the reason with the advent of computerization today, there have been improvements in the Public Distribution

3/3 11 CAI 15-10.doc System, Aadhar linkage has also resulted in weeding out of ghost beneficiaries. But, since we are disposing of the Public Interest Litigation itself today, we dispose of both applications as infructuous.
