Only substantive prayer made in this petition is prayer clause (a) which shows that only Article 226 of the Constitution of India has been invoked and, in fact, Article 227 cannot be invoked. Therefore, this petition ought to have been filed on the Original Side. We accordingly transfer this petition to the Original Side.

Consequential amendments shall be carried out by the petitioner within a period of three weeks from today.
