ssm 2 902-caw249.15.sxw Intervenor/Applicant and also the averments made by the Applicant in the present Civil Application, we are inclined to allow this Civil Application by keeping all points open for all the parties concerned. It is also for the reason that the Applicant was heard, even by the CIDCO apart from this Court.

The Civil Application is accordingly allowed. The parties to take steps within one week from today.

Affidavit dated 11 February 2015 filed by the Applicant, as contended, permitted to be treated as reply affidavit to the main Petition. The Petitioners to file additional affidavit, if any. Writ Petition be placed on board, on 21 April 2015. Interim order already granted to continue till the next date.
