Heard the learned Counsel appearing for the Petitioner. The Petition is filed on behalf of the Maharashtra Rajya Daru Vikreta Mahamandal. The Petitioner has claimed to have filed this Petition on behalf of licence holders (total 26) whose names are appearing in the list Exhibit-A. There is no averment in the Petition that the said 26 alleged members of the Petitioner had expressly authorized the Petitioner to file this Petition on their behalf. There is no resolution produced along with the Petition to show that the said 26 members have in any manner consented to the Petitioner filing the Petition on their behalf. In the 1/2
