This is a frivolous Public Interest Litigation. Persons holding diploma in Civil Engineering are also entitled to be registered under the applicable bye-law and submit application on behalf of owners of land for sanction of a building plan. Respondent Nos.8,9 & 10 have a diploma in Civil Engineering and thus as per the bye-laws have been rightly permitted to act on behalf of the third party and submit application seeking sanction of the building plan. The Public Interest Litigation is dismissed.
