Heard the learned counsel appearing for the applicant and the learned counsel appearing the the writ petitioner. Considering the orders passed in Writ Petition No.5354 of 2014, the applicant will be a proper party to the writ petition. We, however, make it clear that the applicant will have no right of hearing in the pending Appeal before the State Government. Accordingly, the application is allowed in terms of prayer Clause (a).
