Mr. Anilkumar Patil, learned counsel for the petitioner having taken instructions from Mr. Ankit Kedia, son of the petitioner seeks leave to withdraw the petition with liberty to file representation before the Respondent No.17 - The District Collector, Thane Division Collectorate Office, Dist. Thane. Leave with liberty is granted. Writ Petition is dismissed as withdrawn.

In the event the petitioner makes such representation to the District Collector, Thane within a period of two weeks from today, the same shall be disposed of as expeditiously as possible and preferably within a period of three months from the date of filing of such representation.

It is made clear that we have not gone into the merits of the petitioner's claim and petitioner's representation shall be decided independently and in accordance with law after hearing the petitioner and other concerned officer and this order should not be construed as an expression of opinion on merits.
