The main relief claimed in the Petition is against the Respondent Nos. 1 and 2. Therefore, we do not think it necessary to

Accordingly, we direct the Respondent No. 2 to consider the report of the committee dated 09.09.2021 in accordance with law and forward the same to the Respondent No.1 within a period of one week from the date of receipt of the order and on receipt of the proposal, the Respondent No.1 shall take an appropriate decision in accordance with law within a period of one week from the date of the receipt of the proposal.
