The Petitioners are permitted to file additional representation with material, if any within one week from today. Respondent No.1 to consider and take decision the representations of the petitioners as early as possible and preferably within eight weeks. All points are kept open.

With above observation, both writ petitions are disposed of, with liberty. No costs.
