Heard the learned counsel for the parties. Considering the nature of the controversy involved in the PIL and the text of the proposed amendment, the same deserves to be granted.

Accordingly, civil application is allowed in terms of prayer clause (a).

cai10 Amendment to be carried out within a period of one week from the date on which this order is uploaded. After amendment is carried out, it will be open for the concerned respondents to file a reply to the amended petition.

The PIL shall be listed on appropriate weekly board in April 2018.
