Keep a copy of the judgment in Writ Petition No. 5051 of 2004 in these two matters. 2] If the petitioners intend to challenge Rule 4 of the Maharashtra Potable Liquor (Periodicity and Fees for Grant, Renewal or Continuance of Licences) Rules, 1996, a substantive
