If the petitioner has in his possession definite information based on which he claims that a cognizable offence has been committed in the award of the contract and particularly by respondent nos. 5 to 12, then, he must approach the concerned police station and request it to register a First Information Report (FIR). If that police machinery does not co-operate or render the requisite assistance, the petitioner is not remedyless. He can approach a competent criminal court by way of a private complaint and request that court to initiate such steps as are permissible in law.
