However, we have kept this matter pending because it was submitted on behalf of the Petitioner that there was some delay in issuing the Notification by the State Government, and, the delay has not been explained by the State Government. But, today, nobody is present for the Petitioner and due to his absence, which itself is sufficient to show that even the Petitioner has now lost interest in the Petition.
