After this Court expressed its disinclination to grant any relief in the writ jurisdiction, on instructions from the petitioner who is present in the Court, learned advocate for petitioner seeks leave to withdraw the petition. Leave granted. Writ Petition No.2569 of 2016 is dismissed as withdrawn. It is clarified that though affidavits are filed, the Court has not expressed any opinion on the rival contentions. All of them are kept open for being raised in the appropriate proceedings.
