Before seeking a writ of mandamus against the First and Second Respondents, the Petitioner has not made any representation to the First and Second Respondents calling upon them to take action in accordance with law. Only on this ground, we decline to entertain this Petition. Accordingly, the Petition is disposed of. Disposal of this Petition will not prevent the Petitioner from making an appropriate representation to the appropriate authority.
