For the reasons recorded separately, rule is made absolute by quashing and setting aside the order dated 26th February, 2007 passed by Respondent No.2. It is held and declared that the Petitioner belongs to "Thakur" Scheduled Tribe. The Respondent No.2 is directed to issue "Caste Validity Certificate" in favour of the Petitioner within a period of four weeks from today.
