2. Prima-facie allegations suggest commission of offence, of theft, in as much as the applicants have been excavating the ' sand' by help of JCB without any permit issued by the authorities either Mines and Mineral (Regulation and Development) Act, 1957 or M.L. Revenue Code.

3. In view of this fact, no case is made of for granting the Anticipatory Bail. Accordingly, Anticipatory Bail Application is rejected.
