After having perused the Contempt Petition, the annexures thereto including the order and direction dated 20.12.2012 in Writ Petition No.6126 of 2012, we are satisfied from the affidavit of the State that a decision has been taken at the end of the State Government but belatedly. The delay in taking the decision has been explained in paragraph 4 of the affidavit of none other than the Additional Chief Secretary of the State, Department of Finance, Mantralaya, Mumbai.
