Heard learned Counsel appearing for the applicants, the learned Counsel appearing for the respondent no. 2, 3 and 4 and the learned Counsel appearing for the respondent no.5. The said respondents have opposed the present application for amendment. The Writ Petition is at pre-admission stage. Therefore without prejudice to the rights and contentions of the parties and subject to keeping all objections of the respondents expressly open, the amendment can be permitted. 2.

Accordingly, application is allowed in terms of prayer clause (a). Amendment to be carried out within a period of two weeks from the date on which this order is uploaded.

Prayer clause (b) is for expediting hearing of the Writ Petition. The hearing cannot be expedited as the Writ Petition is not yet admitted.
