We find that the matter had progressed and after section 23(2) approval, a charge-sheet running into more than 2000 pages is reported to be filed.

Learned Counsel for Petitioner is seeking leave to amend.

However, we find that now nature of challenge may undergo a change and amendment may create problems of pagination and also handling as entire charge-sheet is to be part of record.

Hence without observing anything on merits of rival contentions and keeping them open, we grant Petitioners leave to file appropriate challenge raising all contentions afresh. 6.
