Liberty is granted to respondent No.1 to issue a fresh show cause notice. Respondent No.1 to give a personal hearing to the petitioner and thereafter will pass a fresh order on merits and in accordance with law. It is clarified that if any independent proceedings are initiated, they will not be affected by this order. Writ Petition is accordingly disposed of.
