By this application, the Applicant, who is original Claimant has sought to condone the delay of 4 years and 149 days in filing the appeal. The Applicant has stated that he was unable to file the appeal due to financial constraints. It was only after he was able to collect funds that he contacted his lawyer to file the appeal. The Applicant is from Patna and also had to make arrangements for travelling to Mumbai.
