We see no deliberate act, which can be said to be contemptuous in nature, of the Respondent. The perusal of the order of which contempt is alleged, reveals that this Court has Sharayu.

4-CP-155-17.doc directed Respondent to decide the representation of the Petition. It is however to be noted that under the Maharashtra University Act, 1994, it is the grievance which is constituted of the provisions of statute which can only entertain the grievance and not Deputy Registrar in his personal capacity. 2.

In that view of the matter, the authority, which is not empowered to decide the grievance, cannot be compelled to decide. The Petition is rejected.
