Rule made returnable forthwith and by consent the petition is heard finally.

The learned counsel for the petitioners has pointed out a Government Circular dated 6th February 2015 wherein it is provided that while rejecting the approval, the concerned officer must give reasons. Even otherwise that is requirement of law. However, in the present case, no reasons have been given while rejecting the approval of petitioner no.3. Therefore, by keeping all points open, we are inclined to set aside order dated 2nd January 2015. Respondent no.3-Education Officer to reconsider the proposals given by petitioner nos.1 and 3 as early as possible and pass reasoned order within eight weeks from today.

The writ petition stands disposed accordingly. Rule is made absolute in above terms. No costs.
