Reply affidavit tendered by learned APP is taken on record. During hearing we find that representation of petitioner to grant him relief in terms of G.R. dated 31/12/1999 has been rejected on 7/2/2019. Though he has completed 65 years of his age and 14 years of imprisonment, the authorities find that he has not been declared unfit by Competent Medical Board.
