The petitioner has alternative remedy before the statutory authority. It is made clear that despite existence of Model Code of Conduct, proceedings which may be initiated by the petitioner being quasi-judicial, the superior statutory authority is under obligation to decide it on merits despite existence of Model Code of Conduct.

Hence, by keeping all questions raised in the writ petition open to be agitated before the superior statutory authority, the writ petition is disposed of. No costs.
