The respondent no. 2 scrutiny committee has, in the light of the contents of the writ petition and particularly the law laid down by this court, adopted a corrective course. It has now issued a certificate of validity in favour of the petitioner. Mr.Mendadkar places a copy of that certificate on record. We take it and mark it as 'X' for identification. 2.
In the light of this development, we quash and set aside the order passed by the scrutiny committee and impugned in this writ petition. The order dated 30th January, 2015 was contrary to the settled legal position. The writ petition succeeds in these terms. There would be no order as to costs.
