The writ jurisdiction of this Court is invoked against the order dated 09.03.2016 passed by the Respondent No.1 i.e. the Central Registrar of Co-operative Societies. By the said order, the Central Registrar has taken interim measures in respect of the management of the Respondent No.3 Bank in view of the interse disputes amongst the directors of the Respondent No.3 Bank. In the said order, it has been observed by the BGP.

(31)-WP-3606-16.doc Central Registrar that the issues raised in the correspondence issued by his office requires further examination. In view of the interse disputes between the directors, he has ordered that no board meeting shall be held without the permission/directions of the Authority and no decision/action shall be taken by any board member until further orders from his office. He has further clarified that day to day functioning of the Bank shall be carried out in a routine manner. As indicated above, the said interim measures were required to be taken in view of the interse disputes between the Directors of the Respondent No.3 Bank who had made the functioning of the board impossible. The impugned order therefore can be said to be taken in the interest of the functioning of the Respondent No.

3 which is a Multi State Co-operate Bank. The above Petition has been filed purportedly on behalf of the shareholders and not by any member of the Board of Directors. If the shareholders have any suggestion to make to the Central Registrar, they are free to do so and upon such representation made, the Central Registrar would consider the same appropriately. No interference is therefore called for with the impugned order. The Writ Petition is accordingly dismissed.
