The learned counsel appearing on behalf of the Petitioner submits that he shall submit a reply before the Principal Secretary, Women and Child Development Department by tomorrow. The learned counsel for the State submits that they shall give an opportunity of personal hearing to the Petitioner.

In view of this statement made by the learned counsel for the State, in our view, petition can be conveniently disposed of by directing the Petitioner to file his reply by tomorrow and further directing the

2/2 (WP 3285 of 2016) Principal Secretary, Women and Child Development Department to give hearing to the Petitioner and decide the issue on merits and in accordance with law expeditiously.

The Petitioner, however, shall appear before the Principal Secretary, Women and Child Development Department at Mumbai on 23rd March, 2016 at 2.30 p.m. It is clarified that the orders supplied to the Petitioners shall not be withheld only on the ground that the notices dated 31st December, 2015 have been issued by the State Government. If the adverse orders are passed against the Petitioner, the same shall not be given effect for a period of 10 days from the date of communication of the order to the Petitioner. All contentions raised by the Petitioner in this Petition are kept open. Writ petition is disposed of in the aforesaid terms.
