I have heard the learned counsel appearing for the parties in the writ petition itself on merits. By this civil application, the applicant prays for condonation of delay in filing the civil application and for recall of the order dated 17th January 2017 passed by this Court dismissing the writ petition.

For the reasons recorded in the civil application, the order dated 17th January 2017 is recalled and the writ petition is thus restored to file and hear on merits. Delay in filing civil application is condoned. 3.

Civil application is accordingly made absolute in aforesaid terms. No order as to costs.
