There is a controversy about the computation of the days of delay. It appears that the appellants had filed a review petition. That period has not been excluded by the office in computing the days of delay. If excluded, that delay is only about 180 days. It is explained by saying that apart from the time spent in pursuing the review petition, there were administrative difficulties and coordination problems between the Mumbai and Pune offices. I will accept this explanation. The delay is condoned.
