We are inclined to dispose of the present Writ Petition by directing Respondent No.1 to decide the proposal forwarded by

WP 4709-15.doc Respondent No.4 to Respondent No.1 dated 22.12.2012 as the same is pending since then. Therefore, by keeping all points open, we are directing Respondent No.1 to decide the same as early as possible and preferably within a period of 12 weeks from today.
