The grievance of the Petitioner is that though he has preferred an appeal against the impugned order dated 23.01.2017, the appeal is not yet decided. 2.

We direct Respondent No.2 to decide the appeal filed by the Petitioner expeditiously and, in any case, within a period of four weeks from the receipt of the order. Writ petition is accordingly disposed of. All contentions raised in the petition are kept open.
