Though no order was passed at that point of time, such threat of contempt was issued by the Petitioner to the District Collector and other parties.

We deprecate such practice on the part of the Petitioner for issuing such notice even before any contempt is committed by those parties.

Writ Petition is dismissed as withdrawn. No order as to costs.
