2] She submits that the delay in institution of the appeal is of 70 days and there was sufficient cause for condonation of delay. She submits that mainly the delay was on account of fact that there was about 16 days delay in applying for certified copy and thereafter, for administrative reasons, the appeal could not be filed within time. 1/2
