The reliefs which are sought are against the respondent nos. 2 and 3 who are not "State" within the purview of Article 12 of the Constitution of India. Hence, the petition under Article 226 of the Constitution of India is not maintainable for any relief to be granted against these respondents. 2.

We dismiss the petition. However, keeping open the remedy of the petitioners to approach an appropriate forum as may be permissible in law. All contentions of the petitioners are expressly kept open.
