1. Heard the learned counsel appearing for the Petitioner.

2. The impugned order dated 06.07.2020 has been passed by the Competent Authority cum Deputy District Registrar (DDR), Thane. It is the grievance of the Petitioner that hearing was held on 10.02.2020, 24.02.2020 and 06.03.2020. Perused the Roznama dated 06.03.2020.

3. On 06.03.2020, the Petitioners made a request to the authority to file its reply. Thereafter, on 20.03.2020 the Covid-19 pandemic struck. On 01.07.2020, the authority convened the meeting for further hearing of which the Petitioner had no notice. The Petitioner did not appear on 01.07.2020. The authority has thereafter passed the

20.wp.3177.21.doc impugned order dated 06.07.2020.

4. In view of the above facts, the impugned order is set aside with a direction to DDR, Thane to hear the Petitioner and all concerned parties and pass a speaking order thereafter. The parties shall appear before the DDR, Thane on 28.03.2022 at 12.00 noon on which date the DDR, Thane shall pass further orders. The concerned parties shall be entitled file their respective replies and written submissions before the DDR, Thane.

5. The DDR, Thane is directed to dispose of the proceedings within a period of four weeks from today.

6. All contentions of the parties are kept open.
