There is a delay of 283 days in preferring the appeal against the impugned judgment and award.

The main grounds urged by the learned Counsel are that the applicant is not well educated. Learned Counsel appearing in the High Court due to pressure could not draft the first appeal. 7.

Mr. Kasar, however, objects to condone the delay by contending that the reasons are not satisfactory. 8.

Having considered the reasons stated in the application which I find satisfactory, delay is condoned subject to costs of Rs.4,000/- which shall be paid to Kirtikar Library, High Court of Judicature at Bombay.

Application stands disposed of.

10. Appeal be registered.
